Insiders & thought leaders say full public UFO Disclosure is far more complex and dangerous than most people can imagine
The pilot episode of The X-Files aired on the Fox network in September 1993. The show featured FBI agent Fox Mulder sitting in his cluttered office with a poster pinned to the wall.
It featured a photo of a flying saucer taken by the infamous UFO contactee, Billy Meier, of Switzerland. Beneath the UFO was printed in large type: I WANT TO BELIEVE

The poster and its message became an icon among the UFO community. But today, I WANT TO BELIEVE has been displaced by:
I WANT TO KNOW
Those who study the UFO phenomenon have evolved to understand that “believing” is not the same as “knowing.” They want proof — absolute, irrefutable, fact-based, hands-on, “touchable,” confirmation — that we are not alone in the universe and that NHI (Non-Human Intelligence) is here on Earth and is interacting with humanity.
Oh yeah, and people want the government to trot out a real alien — dead or alive — and preferably alive.
And yet, even that might not be enough. In the view of hyper-skeptics, a dead alien could be faked, even if its body came with a certified DNA analysis report issued and notarized by the most reputable lab on the planet. (For example, conspiracy theorists would howl: “It’s just a psy-op!)
Whatever the case, the Holy Grail of UFO-advocacy ambitions can be summed up in one word, which in and of itself has garnered iconic status. That word is:

“Disclosure” (with a capital D) for the UFO community means that our government will step forward, end ~80 years of obfuscation, and finally reveal to the public what they have known for decades— along with irrefutable evidence — that UFOs are not just “real,” but are “vehicles” commanded by some form of nonhuman intelligence. It will be proof that we are not alone in the universe.
Harvard astronomer Avi Loeb (and many others before him) said that this revelation would be the “greatest and most significant event in the history of science and the world.” He said it would be “transformative for humanity.”
But ahh … if it were only that simple!
Acloser look at Disclosure and what form it might take and how it would be handled quickly reveals a far more thorny, difficult, and possibly an infinitely more intractable problem than most people imagine.
Indeed, the nature of Disclosure makes me think of a famous statement by Supreme Court Justice Potter Stewart as he struggled to define pornography. In 1964, Justice Stewart wrote a now-famous opinion in a case that involved pornography. He said:
“I cannot accurately articulate or describe or create a definition for what can be adjudged to be pornography — but I know what it is when I see it.”
The same thing might be said of Disclosure. Most people think they’ll know when they see it. But ask them to define it or describe the specific information or parameters of what might comprise disclosure — well, that’s when things get rather murky.
The reality is that, when you drill down into what disclosure actually means — what it will entail, what it will look like, how it will be accomplished, how it will be rolled out, how much will actually be disclosed — a simple, common-sense solution turns out to be remarkably elusive.
“DEEP INSIDER” UFO THOUGHT LEADERS WEIGH IN
Defining Disclosure and how to accomplish it was the topic of a recent intensive discussion presented by the Sol Foundation, a UFO think tank headquartered in Auburn, California.
Moderated by Sol Foundation co-founder, cultural anthropologist Dr. Peter Skafish, the Disclosure discussion participants included three bona fide “UFO knowledge” insiders:
A retired 25-year veteran of the CIA who served as Chief of Operations for the CIA’s National Clandestine Service. His 25-year stint earned him the prestigious “Agency Career Intelligence Medal.”
As a bonus, Semivan professes to be “an experiencer.” That is, he once experienced a visitation by alien beings, an encounter he has struggled to understand and integrate into his life for decades. Semivan can also be said to have insider knowledge or perspectives on the workings of the CIA’s notorious “UFO desk.”
Jim Semivan was also among the original UFO experts selected by former rock star Tom DeLonge to serve on his To the Stars Academy of Arts & Science (TTSA), a UFO research group formed in 2017 that also pushed hard to bring about official government Disclosure.
A retired 37-year Congressional staffer who worked on defense and intelligence policy for the Armed Services Committee and the Senate Select Committee on Intelligence. He’s a true Washington insider who held numerous & critical high-security clearances in the most sensitive areas of military and intelligence defense. By his own accounting, the issue of UFOs crossed his desk frequently over decades.
A veteran journalist and best-selling book author, Kean owns a significant hashmark in UFO/Disclosure history because she was one of three reporters who researched and co-authored the now-famous 2017 New York Times article that exposed a genuine government-funded UFO study program (albeit somewhat misidentified as AATIP). Her story also revealed the U.S. Navy fighter pilots’ encounters with “Tic Tac” UAPs to the public.
Indeed, that very article can be said to have single-handedly created an all-new ‘Age of Disclosure.’ Kean’s NYT reporting resuscitated and reconstituted the Disclosure Movement, giving ufology an undeniable new era of authenticity and mainstream credibility.

EYE-POPPING QUOTES
What I am going to do now is present some significant and pithy statements made by each Sol Foundation panelist during a 2-hour and 14-minute discussion that tackled an array of complicated issues relating to the challenge of UFO Disclosure.
These statements are fascinating because they show that Jim Semivan, Leslie Kean, and Kirk McConnell all agree — based on their decades of “inside knowledge” about UFOs — that “The Phenomenon” is real, that it is already exerting an influence on society, and that the truth about UFOs bears enormous and unprecedented implications for the future of humanity.
After I present these statements, I will offer my key takeaway observations about what all of this means for all of us, and what it portends for the future of our global society, culture, religion, technology and more.
HOW DISCLOSURE IS HANDLED DEPENDS ON THE “TRUE” REALITY BEHIND THE UFO PHENOMENON
Consider this statement about Disclosure by U.S. Congressional insider Kirk McConnell:
“You know, everyone talks about ontological shock, everyone talks about societal disruption … well in the end, to me, it depends on what the government knows and what the government has to tell people … if the President of the United States says, ‘Yes, non-human intelligence species are visiting Earth, they have been for thousands of years — but, don’t worry, they’re incredibly peaceful, and we have been in communications and everything is fine’ …. That would be one thing, and I think the stock market would handle that with some aplomb.”
But then Kirk adds:
“But what if the story is, oh, actually, there are six different species and four of them are extremely hostile, and they want to eat you for breakfast! I think that would be a very different kind of reaction. So, what is it that would be disclosed is what would determine what the reaction would be and what the consequences would be.”
Kirk said that, in the course of his 37 years of sitting in on classified briefings of UFOs from top intelligence, military, and government officials, he has heard “many different versions” of what the reality is, both benign and frightening.
But significantly, he added:
“I’ve heard many versions of the realities of the phenomenon … but what I think we can all agree upon is that there is a reality that needs to come out … and the consistent thing I have always heard is that THERE IS A REALITY, AND IT IS PRETTY INCREDIBLE.”
Another comment by McConnell I also found intriguing in terms of what it means for disclosure. He said:
“For example, what about things like, has the United States government sanctioned things like abductions … and, and with government personnel being present at abductions. These are allegations out there that are made by serious people.”
HOW DO YOU EXPLAIN REPTILIAN BEINGS TO AN 8-YEAR-OLD?
Former CIA man, Jim Semivan, provided some of the most astounding — and alarming — commentary concerning his insider knowledge of the UFO phenomenon. Let me just provide the quote here, and I’ll discuss it later.
“People (in the government) read the literature and they know about abduction scenarios, they know about contact scenarios … but if you look at what we do know … THIS IS REAL, YOU KNOW, NON-HUMAN INTELLIGENCE IS REAL, and it has certain kinds of capabilities to do things, you know, TO MAKE YOU THINK A CERTAIN WAY AND DO A CERTAIN THING, and it has the ability to make you do that any time it wants you to. Perhaps there’s shape shifting, perhaps there are six different species.”
Semivan (just getting warmed up) continues:
“I’ve had someone in a very high position with years of experience in this come to me and ask: ‘HOW THE HELL DO YOU EXPLAIN A REPTILIAN ALIEN OR A MANTIS-LIKE FIGURE TO AN 8-YEAR-OLD? WHY WOULD YOU WANT TO SCARE AN 8-YEAR-OLD?’ He’s going to hear about it when disclosure happens, he said. He was very well positioned to know … he was in the government for a very long time …
…when I was a CIA contractor, I was briefed on some things for a very long time, two different briefings, and they weren’t so much on UAP, but they were on things attendant to UAP and associated with UAP, mostly PSI capabilities (of nonhuman intelligences) .., and when you have someone with very high clearances explaining some of this stuff to you … and then when someone throws the veil off … I CAN TELL YOU, IT SHOCKED THE HELL OUT OF ME.”
Semivan said he was so stunned and shaken after being “read-in” on top secret info our government “knows for certain” about UFOs and aliens, he had to, in his words, “take a break.”
He said:
“I HAD TO TAKE A BREAK … I WAS SHAKING. And when I got home that night after the first briefing, my wife, she’s a clinical psychologist, said: ‘You know, you have that thousand-mile stare on my face.’ (That’s because), for me, it was too much, and I still don’t like the feeling I have now about this when I think about or talk about it.”
Semivan’s conclusion from this experience meant that he holds grave doubts about whether ordinary people could handle the kind of information he received in his top-secret briefings on the reality behind the UFO phenomenon and its implications for humanity.
Because of that, he leans toward holding off on Disclosure, or at least watering down what is released, because he thinks it would be like tossing a bombshell into the midst of our society/cultural status quo and our commonly accepted version of what we all think of as “reality.’
BUT WAIT! WILL ANYONE BELIEVE IT, OR WILL THEY EVEN CARE?
Leslie Kean followed Jim Semivan’s dire prediction about the consequences of disclosure with the following observation:
“But I think a lot of those people, Jim, who just live their regular lives and go to work every day, and they barely have any time to do anything else except to earn a living and raise their kids — I mean, I think that if this issue doesn’t affect their lives directly, a lot of them are just not going to care that much. I mean, they have lived their full lives, and they have never been impacted by this; they’ve never seen anything …
… and assumably, any announcement would involve a sense of safety for people. They don’t want people to be afraid. Don’t you just think that a lot of people might be just not that interested and not care that much? And wouldn’t just a small portion of the population engage with it?”

SOME KEY TAKEAWAYS FROM SOL PANEL DISCUSSION
–> In the course of their discussion, all three panelists agreed that there has “very likely” been at least one incident of contact and communications between some form of non-human intelligence and top U.S. government officials. For example, Leslie Kean parenthetically mentioned the long-held story within the UFO community that President Dwight Eisenhower may have met with extraterrestrial beings in 1954 in an official capacity. The meeting was said to have occurred at Edwards Air Force Base in California.
–> The panelists agreed that at least some form of Disclosure must happen, even if some of the secrets revealed are extremely disturbing, and that it risks large-scale disruption of global institutions and shattering commonly held world views about the nature of reality.
–> There was agreement that even if a “softened version” of Disclosure is implemented, the inevitable result would be an “opening of the flood gates” for much more information to come out.
–> Kirk McConnell suggested that for Disclosure to be handled effectively, what might be required is the implementation of a broad-scale Congressional reform effort similar to the Church-Pike Committee reforms that were taken up in 1975.
Note: The Church-Pike Committee was a joint Senate-House investigation into illegal domestic and foreign operations by intelligence agencies like the CIA, FBI, and NSA. It looked at widespread civil liberties violations, unauthorized surveillance (including COINTELPRO), assassination plots against foreign leaders, and attempts to destabilize foreign governments. The result of Church-Pike led to reforms and the creation of FISA, the Foreign Intelligence Surveillance Act.
The Church-Pike analogy is relevant in the case of Disclosure because, in the course of 80-years of maintaining secrecy, numerous legal, civil rights and enforcement abuses may have occurred within the intelligence and military as these institutions leveraged secretive and classified authorities to do “whatever it takes” to keep the reality of the UFO phenomenon under wraps.
Related to all this is the concept that certain kinds of “reconciliation” protocols might need to be considered, along with possibly “amnesty” to those who committed abuses in the course of enforcing UFO secrecy policies, with those “abuses” happening under murky or uncertain interpretations of what is legally appropriate and what is not under U.S. law.
